1. Call to Order
The meeting was called to order at 7:00pm by Melissa Gubbe, President.
2. Good of the Order
Community signage needs, security camera coverage, an Airbnb listing referencing lake access, and preliminary planning for the annual Christmas dinner.
3. Approval of Minutes
August 20, 2026 Board Meeting Minutes. MSC
4. Unfinished Business
Bridle Trail/Property Boundary: The Board reviewed the attorney-drafted compliance letter regarding the ongoing bridle trail concerns. Shawnta moved to approve sending the letter through the attorney, with an additional provision, if legally appropriate, allowing verification of compliance. Jerry seconded. MSC
Short-Term Rental/Airbnb: The Board reviewed the remaining short-term rental listing. Although portions of the listing were corrected, language concerning lake access remained unclear. Giulia will provide the property owner’s contact information to Melissa for follow-up. INFO
Committee Meetings/BPM: The Board discussed communication and coordination between committees and the Board. No formal update or revision to the BPM language was presented. INFO
Grass Carp: The grass carp application remains in progress. The Lake Committee plans to contact waterfront property owners as required by the Washington Department of Fish and Wildlife and is awaiting clarification regarding the collection and use of property-owner information. If the application is approved, the proposed purchase and cost will return to the Board for approval. INFO
5. New Business
a. Facilities Manager Report (Jay Sutton)
Overview: Getting ready for winter. We will continue to finalize projects and improvements now that the pool has closed. Still working with the gate security company to finalize our upgrade with the gates.
Upper Park: The courts are looking good and the surface is great for pickleball, tennis, and basketball. There are some marks from bicycles but I will be working on getting it removed. I’m looking into some better signs to ensure expectations are visible. The parking lot continues to be eroded by vehicles moving around in circles and leaving deep tire marks but I will continue to smooth it over. The baseball field continues to grow weeds but I will try my best to get after it. The dog park probably needs some new bark for the colder and wetter months, once approved I will make it happen. Some overhanging trees in the upper park will need to be trimmed and I am planning to do it soon.
Pool: I am looking to resurface the pool this off season but it has been difficult to find the right company that fits what we need. I will continue to work it to ensure we are ready for summer. The pool level has been fluctuating a lot due to a possible leak, I am monitoring ensuring the pool is operating like its supposed to.
Lower Park: Lower park has been used quite a bit this summer but it has held up pretty well. Fishing has been a topic of discussion with the residents with concern for all the fishing gear left behind to include hooks, I am doing as much as I can but it is going to happen. There is talk about banning fishing at the beach but I’m not sure that is feasible.
Lake: The lake level has help up better than expected, maybe due to the well pump operating like it supposed to. The vegetation in the water has gotten better but we will continue to monitor. There will be the big cut on the islands coming up so be prepared for the comments from neighbors.
A camera had been installed at the Lower Park gate but was not yet operational.
Committees were asked to submit requested signs, and Jay would research options and costs. INFO
b. Assistant Treasurer (Heather Prater)
The August 2026 financial statement was presented and reviewed. Annual assessment collections totaled $208,390, approximately 94% of assessments. She reported continued collection efforts, preparation of claim-of-lien filings, and upcoming interest invoices. INFO
The Board discussed the reserve study, including the projected replacement timeline for the well pump. Approval was postponed until the next meeting while Heather obtains clarification from the reserve study company. ONGOING
c. Executive Secretary (Giulia Johnson)
No separate report
d. President (Melissa Gubbe)
No separate report
e. Vice President (Jerry Hartman)
No separate report
f. Pool Committee (Stacy White)
Stacy reported that the pool is closed for the season and all equipment has been put away. The committee will schedule a season-review meeting to discuss improvements and begin planning for next year. INFO
g. Park Committee (Jerry Hartman)
Jerry reported that the pool pathway repair was completed and a replacement memorial brick was ordered. Future considerations include a Lower Park maintenance shed, pathway improvements, and follow-up regarding catch-basin maintenance. INFO
h. Lake Committee Report (Peta Shepherd)
A second water treatment took place on September 3rd. This together with the cooler weather and more rain should put us in a good position regarding the battle with the weeds. COMPLETED
The carp application is proceeding. A letter will be sent out to waterfront homeowners shortly to if they are in support of the carp being re-introduced. I am waiting on some official reassurance that the WDFW will not use the names, addresses and telephone numbers for any purpose than verification of support. INFO
Fishing equipment left around the beach and bridge continues to be a problem. And now it appears that nighttime (after dark) fishing is also an issue. INFO
One more fish plant is due before the end of the year. INFO
6. Adjournment
Meeting was adjourned at 8:15pm by Melissa Gubbe, President.
